The Mintai Financial Research Institute of Central University of Finance and Economics was established in July 2008 in cooperation with Zhejiang Mintai Commercial Bank. The director of the institute is Professor Shi Jianping, Vice President of Central University of Finance and Economics. The Institute adheres to the purpose of "cooperating with small and medium-sized banks and serving small and medium-sized enterprises", and has made remarkable achievements in research fields such as financial services for small and medium-sized enterprises, operation and management of small and medium-sized banks, and rural finance.
The Institute has undertaken a number of research projects of National Natural Science Foundation and provincial and ministerial research including "Research on SME Credit Risk Identification and Measurement", "SME Financial Services and Financial System Reform--International Comparison and Chinese Practice". Since 2009, the research team has launched "China MSME Finance Report" annually, which tracked and evaluated the performance of 13 types of institutions / markets in the financial service field of micro, small and medium-sized enterprises, including commercial banks, policy banks, rural finance, trusts, financial leasing, small loan companies, pawns, guarantee and factoring, venture capital Institutions, equity trading market, bond market, insurance, and informal finance (financing activities not under the regulatory oversight). The Questionnaire Survey of MSE Financial Managers in Commercial Banks was also carried out annually. The research team provided a comprehensive review on the development of the MSME finance market with rich information and statistics, and put forward countermeasures and suggestions for the problems to be resolved. The professionalism of the report has been widely recognized, which has played a positive role in promoting the comprehensive and objective recognition of MSME Finance by government regulators and the whole society. Since 2013, the English version of China MSME Finance Report has been published on the World Bank SME Finance Forum website annually，and the members of the Institute have also delivered keynote speeches at international conferences and forums such as the APEC SME Finance Forum. It opens a window to the world to understand the development of MSME finance in China.
